The hitch cargo carriers made for 1-1/4-inch Class I and Class II hitch receivers will usually not be the folding type. The reason is that any folding/hinge mechanism will introduce a point of weakness in the carrier's structure, as compared to a fixed carrier without a hinge. When you are already starting off with the smaller 1-1/4-inch shank, adding more potential for weak spots deters carrier makers from trying to make a folding hitch cargo carrier for these hitches.

The waterproof cargo bag I recommend for your cargo carrier is the 20 cubic feet cargo bag # 988501. It will include 6 tie-down straps to secure it to your cargo carrier, but I recommend a lock such as the Master Lock padlock # 141T to lock the cargo bag by the zippers. Simply insert the lock through both holes on the zipper to secure. I went to our warehouse to get the cargo bag and locks to ensure they fit too. See picture I included.

There is not a difference between the 2009 to 2013 Honda Fit as far as the size of hitch that will fit and the maximum amount of weight it can carry. The Honda Fit will use a Class I, 1-1/4 inch hitch with a tongue weight capacity of 200 lbs.

Light-duty Class I hitches like # 24966 are the type available for the 2018 Prius but in this 1-1/4-inch receiver size there are no swing away cargo carriers made. Such carriers are made for larger stronger 2-inch hitches, such as the Yakima EXO Swing Away Enclosed Cargo Carrier - 2" Hitches # Y62VR It is not possible to use a hitch adapter to install such a carrier in a Class I hitch due to weight restrictions.

Curt Dual 2-Inch Receiver Tube Adapter # D-192 fits a 2-inch hitch and provides two 2-inch receivers, the bottom one for towing and the top one for use with a bike rack or cargo carrier.
